Rinse shrimp and pat dry. Toss in bowl with olive oil, chopped garlic, lemon zest, sugar, salt, pepper, and chili flakes.
Heat 1 Tablespoon olive oil in a large pan over high heat. Add shrimp & cook, stirring occasionally, until lightly golden and cooked through. Transfer to a plate.
Heat 1 Tablespoon olive oil over medium heat. Add sliced garlic and chili flakes. Cook until fragrant. Stir in crushed tomatoes, water, and salt & pepper. Simmer until thickened. Stir in cream cheese and butter until melted.
Bring a large pot of salted water to a boil. Cook pasta until al dente; drain.
Stir pasta, shrimp and Parmesan into sauce. Serve with lemon wedges on the side.
