From a Wave.

Ends Cross Fold (to face furthest centers) as Centers Fold behind Ends, follow them partway, then adjust to form a Couple.

Ends in Facing Couples.

Notes:

The end result of Recycle is as if the Ends did a Cross Fold as the Centers took a small step backward to form a Couple.
Original centers make a 360 degree turn.
Dancewise, Recycle is similar to having the Centers U-Turn Back (turning toward the adjacent End), then all Wheel & Deal.
Technically Recycle is a no-hands movement, but in practice, dancers join hands partway through the call. In our opinion, the sooner the hands are joined, the better the success rate.
In challenge dancing, Recycle (from a Wave) [C1] has a more precise definition:
1. Centers Fold behind Ends and all adjust to a Mini-Wave Box;
2. Box Counter Rotate 1/4;
3. Roll.
