The Flag Table allows flags to be added, deleted, or edited.

Each dancer can have zero or more flags associated with them. Flags makes it easier to search for specific sets of dancers within the Dancer Table. Flags could be used for the groups attended by the dancer, the levels that the dancer dances, etc.

A flag may only be deleted if it is not referenced anywhere.
