- From facing pairs: Right side dancers do a Turn Thru with each other and then a right face U-turn back when they have returned to place. Left side dancers follow partner across and drop off across the set in the place formerly occupied by the left side dancer of the opposite pair. Finishes with couples facing.
BACKGROUND NOTE: Although this is the way the movement was envisioned by the author and was so described in publications, Flutter Wheel in many people's minds has come to mean, Right side persons start a turn thru then pick up opposite and wheel opposite across to home position to face in as a couple. And even the original version has been modified by having the left-side persons, when they drop off in opposite spot reach into the center with a right hand and lead the right side person out of the turn thru and back to that person's home spot. You'll notice that many experimental movements containing the word "Flutter" will involve that "wheel across" idea.
MORE BACKGROUND ON FLUTTER WHEEL: A number of moves were tried that involved the idea of "chaining" the left-hand dancer (as Flutter Wheel does)--
Flare the Star,
Sweep Around, Wheel Chain Thru and Yankee Twirl to name a few. None of these achieved more than short-lived experimentation before Flutter Wheel came along and caught on.

Right side persons follow partner across and drop off in opposite right-side person's spot to face in. Right side persons, after dropping off in opposite spot will reach into the center with a left hand to "lead" the left-side person out of the turn thru and into the latter's home spot. Finishes with couples facing.
